Syrian troops storm areas near capital of Damascus (AP)

BEIRUT ? In dozens of tanks and armored vehicles, Syrian troops stormed rebellious areas near the capital Sunday, shelling neighborhoods that have fallen under the control of army dissidents and clashing with fighters. At least 62 people were killed in violence nationwide, activists and residents said.

The widescale offensive near the capital suggested the regime is worried that military defectors could close in on Damascus, which has remained relatively quiet while most other Syrian cities descended into chaos after the uprising began in March.

The rising bloodshed added urgency to Arab and Western diplomatic efforts to end the 10-month conflict.

The violence has gradually approached the capital. In the past two weeks, army dissidents have become more visible, seizing several suburbs on the eastern edge of Damascus and setting up checkpoints where masked men wearing military attire and wielding assault rifles stop motorists and protect anti-regime protests.

Their presence so close to the capital is astonishing in tightly controlled Syria and suggests the Assad regime may either be losing control or setting up a trap for the fighters before going on the offensive.

Residents of Damascus reported hearing clashes in the nearby suburbs, particularly at night, shattering the city's calm.

"The current battles taking place in and around Damascus may not yet lead to the unraveling of the regime, but the illusion of normalcy that the Assads have sought hard to maintain in the capital since the beginning of the revolution has surely unraveled," said Ammar Abdulhamid, a U.S.-based Syrian dissident.

"Once illusions unravel, reality soon follows," he wrote in his blog Sunday.

Soldiers riding some 50 tanks and dozens of armored vehicles stormed a belt of suburbs and villages on the eastern outskirts of Damascus known as al-Ghouta Sunday, a predominantly Sunni Muslim agricultural area where large anti-regime protests have been held.

Some of the fighting on Sunday was less than three miles (four kilometers) from Damascus, in Ein Tarma, making it the closest yet to the capital.

"There are heavy clashes going on in all of the Damascus suburbs," said Rami Abdul-Rahman, director of the British-based Syrian Observatory for Human Rights, who relies on a network of activists on the ground. "Troops were able to enter some areas but are still facing stiff resistance in others."

The fighting using mortars and machine guns sent entire families fleeing, some of them on foot carrying bags of belongings, to the capital.

"The shelling and bullets have not stopped since yesterday," said a man who left his home in Ein Tarma with his family Sunday. "It's terrifying, there's no electricity or water, it's a real war," he said by telephone on condition of anonymity, for fear of reprisals.

The uprising against Assad, which began with largely peaceful demonstrations, has grown increasingly militarized recently as more frustrated protesters and army defectors have taken up arms.

In a bid to stamp out resistance in the capital's outskirts, the military has responded with a withering assault on a string of suburbs, leading to a spike in violence that has killed at least 150 people since Thursday.

The United Nations says at least 5,400 people have been killed in the 10 months of violence.

The U.N. is holding talks on a new resolution on Syria and next week will discuss an Arab League peace plan aimed at ending the crisis. But the initiatives face two major obstacles: Damascus' rejection of an Arab plan that it says impinges on its sovereignty, and Russia's willingness to use its U.N. Security Council veto to protect Syria from sanctions.

Arab League Secretary-General Nabil Elaraby told reporters Sunday in Egypt that contacts were under way with China and Russia.

"I hope that their stand will be adjusted in line with the final drafting of the draft resolution," he told reporters before leaving for New York with Qatari Prime Minister Hamad bin Jassim.

The two will seek U.N. support for the latest Arab plan to end Syria's crisis. The plan calls for a two-month transition to a unity government, with Assad giving his vice president full powers to work with the proposed government.

Because of the escalating violence, the Arab League on Saturday halted the work of its observer mission in Syria at least until the League's council can meet. Arab foreign ministers were to meet Sunday in Cairo to discuss the Syrian crisis in light of the suspension of the observers' work and Damascus' refusal to agree to the transition timetable, the League said.

U.N. chief Ban Ki-moon said he was "concerned" about the League's decision to suspend its monitoring mission and called on Assad to "immediately stop the bloodshed." He spoke Sunday at an African Union summit in Addis Ababa.

While the international community scrambles to find a resolution to the crisis, the violence on the ground in Syria has continued unabated.

The Syrian Observatory for Human Rights said at least 27 civilians were killed Sunday in Syria, most of them in fighting in the Damascus suburbs and in the central city of Homs, a hotbed of anti-regime protests. Twenty-six soldiers and nine defectors were also killed, it said. The soldiers were killed in ambushes that targeted military vehicles near the capital and in the northern province of Idlib.

The Local Coordination Committees' activist network said 50 people were killed Sunday, including 13 who were killed in the suburbs of the capital and two defectors. That count excluded soldiers killed Sunday.

The differing counts could not be reconciled, and the reports could not be independently confirmed. Syrian authorities keep tight control on the media and have banned many foreign journalists from entering the country.

Syria's state-run news agency said "terrorists" detonated a roadside bomb by remote control near a bus carrying soldiers in the Damascus suburb of Sahnaya, killing six soldiers and wounding six others. Among those killed in the attack some 12 miles (20 kilometers) south of the capital were two first lieutenants, SANA said.

In Irbil, a Kurdish city in northern Iraq, about 200 members of Syria's Kurdish parties were holding two days of meetings to explore ways of supporting efforts to topple Assad.

Abdul-Baqi Youssef, a member of the Syrian Kurdish Union Party, said representatives of 11 Kurdish parties formed the Syrian Kurdish National Council that will coordinate anti-government activities with Syria's opposition.

Kurds make up 15 percent of Syria's 23 million people and have long complained of discrimination.

Fading Gingrich attacks Romney in ad (Reuters)

MIAMI (Reuters) ? Newt Gingrich struggled to regain momentum in the Republican presidential race on Friday as two new polls showed him falling behind rival Mitt Romney, who was seen as the winner of the final debate before the Florida primary.

The White House contenders courted Florida's sizable Hispanic vote, many of them Cubans, with appearances on Friday at the Hispanic Leadership Network, where Romney received an unusually warm reception and the reaction to Gingrich was more sedate.

Bouncing back after losing the South Carolina primary to Gingrich on Saturday, Romney had an 8-percentage point lead over him in a Reuters/Ipsos poll released on Friday. A Quinnipiac University poll gave him a 9-percentage point edge.

The Reuters/Ipsos online poll gave Romney 41 percent and Gingrich 33 percent ahead of Saturday's contest.

That margin is similar to three polls released on Thursday that all showed Romney taking control of the battle in Florida, where the former Massachusetts governor enjoys a financial and organizational advantage over Gingrich.

Romney battered the former House of Representatives speaker in two debates this week, wounding him in the same format that has helped fuel Gingrich's campaign.

"With the debates now over, Gingrich will need some other way to reverse the tide that appears to be going against him," Quinnipiac University pollster Peter Brown said.

Tuesday's Florida primary is the fourth contest in the state-by-state battle for the Republican nomination to challenge President Barack Obama, a Democrat, in the November 6 U.S. election. Romney won in New Hampshire and former Senator Rick Santorum won the first contest in Iowa.

Romney repeatedly attacked Gingrich at Thursday's debate in Florida, scoring points on immigration, candidates' finances and even lunar exploration.

"That was Romney on Red Bull," Republican strategist Ron Bonjean said. "You could tell Newt was tired, he's carrying a heavy load. He was counting on pure momentum to carry him through Florida, and that momentum has stopped."

At a campaign event in Cape Canaveral, Florida, Romney reminded the crowd of his debate performance.

"How about that debate last night? Wasn't that fun?" Romney asked. "I've had the fun of two debates where I had to stand up and battle, and battling was fun."

'CUBA WILL BE FREE'

An energized Romney, whom Gingrich has described as the most anti-immigrant candidate in the Republican race, won several standing ovations from the Hispanic crowd in Miami earlier on Friday.

"There is a time coming soon when Cuba will be free," Romney told them, adding "America can't sit back" in dealing with the island nation off the coast of Florida.

Gingrich received a much quieter response, once again mocking Romney's call for "self-deportation" of illegal immigrants as "a fantasy. It's not a solution."

Gingrich said the concept might work for younger illegal immigrants who had been in the United States a short time, but not for older immigrants with deep family ties. They should be allowed to apply for citizenship through local councils similar to draft boards, he said.

A Florida win for Romney would put him in a strong position to capture the nomination as the primary map tilts in his favor in February with contests in seven states where he has the potential for strong showings.

Next up on February 4 is Nevada, where Romney won with 51 percent of the vote during his failed 2008 presidential bid. On February 7 Minnesota and Colorado hold caucuses and Missouri holds a primary. Gingrich did not make the ballot in Missouri.

Four of the states with February contests - Nevada, Maine, Colorado and Minnesota - use caucus systems, which often require greater organization to rally voter turnout. That could help Romney take advantage of his superior financial and staff resources.

On February 28, Michigan and Arizona hold primaries. Romney was raised in Michigan, where his father was a governor and car executive.

A new Gingrich television ad in Florida asked: "What kind of man would mislead, distort and deceive just to win an election?"

"This man would be Mitt Romney," the ad's narrator said.

Romney's camp said the sharp tone from Gingrich was a sign he was desperate to distract from his own record as House speaker, where he faced an ethics probe, and as a consultant with mortgage giant Freddie Mac.

"It is laughable to see lectures on honesty coming from a paid influence peddler who suffered an unprecedented ethics reprimand, was forced to pay a $300,000 penalty, and resigned in disgrace at the hands of his own party," Romney spokeswoman Andrea Saul said.

US gov't to extend and expand foreclosure program (AP)

WASHINGTON ? The Obama administration said Friday that will expand its signature foreclosure-prevention program to try to help those with heavy debt loads avoid losing their homes.

The Home Affordable Modification Program will also be extended through 2013.

The government will triple the financial incentives for private lenders to reduce the principal amount of mortgages for homeowners at risk of losing their homes. And for the first time, the government will offer incentives for principal reductions to government-controlled mortgage giants Fannie Mae and Freddie Mac.

The three-year old program has strived to help those at risk of foreclosure lower their monthly payments. But it has failed to help more than half of those who have applied lower their payments on a permanent basis. Many have complained that the program is a bureaucratic nightmare.

The government has tried several different approaches to help struggling homeowners.

In his State of the Union address Tuesday, President Barack Obama said many Americans have suffered steep losses because of the housing crisis. And while he didn't address the criticism of his administration's efforts, Obama suggested the government could do a better job.

"While government can't fix the problem on its own, responsible homeowners shouldn't have to sit and wait for the housing market to hit bottom to get some relief," Obama said in his speech.

His administration has promised to unveil new legislation in the coming days to allow more homeowners to refinance their mortgages under a separate program, the Home Affordable Refinance Program.

Throughout the history of the $29 billion mortgage modification program, homeowners have complained that they were disqualified after banks lost their documents and failed to return phone calls. Banks have blamed homeowners for failing to submit needed paperwork.

Homeowners who are accepted into the program receive interest rates as low as 2 percent for five years. They can repay their loans over a longer period. The average savings for those who remain in the program is about $500 per month.

More than 1.7 million troubled homeowners received trial modifications over the past two years. Less than half of those who applied, or more than 900,000, have had their mortgage permanently lowered. A majority of the applicants have dropped out of the program altogether.

The Obama administration has blamed some of the nation's biggest mortgage lenders for not doing enough to help Americans avoid foreclosures. In June, the Treasury Department criticized four lenders ? JPMorgan Chase, Bank of America, Wells Fargo and Ocwen Loan Servicing ? and began withholding financial incentives of up to $1,000 per modification.

Wells Fargo, Ocwen and Bank of America got off the list in September and December. JPMorgan Chase has still been cited for rejecting people who were eligible for mortgage modifications.

Obama-Brewer friction on display on tarmac tiff (AP)

GLENDALE, Ariz. ? Arizona Gov. Jan Brewer says she meant no disrespect when she pointed a finger at President Barack Obama during an intense discussion on an airport tarmac. But the Republican governor says the Democratic president showed disrespect for her by abruptly ending their conversation.

The brief encounter ? out of earshot of observers but captured on camera ? was a highly visible demonstration of the verbal and legal skirmishing that has regularly occurred between Brewer and Obama's administration over illegal immigration and other issues.

Airport arrivals for presidents normally involve mere pleasantries between those involved, but Brewer and Obama have a history. And part of that history is what apparently got things going, according to accounts provided by Brewer and the White House.

Brewer said that during their talk, she invited Obama to visit Arizona to hear about her administration's achievements and to visit the U.S.-Mexico border, which has been a point of friction between the two because of illegal immigration issue.

Obama then said Brewer's recently published book mischaracterized a 2011 White House meeting between them.

Brewer said in an interview Thursday, at another Phoenix-area airport, that she talks a lot with her hands and that her pointing a finger at Obama during their conversation wasn't disrespectful.

"I respect the office of the president," she said. "I was there to welcome him."

She said she was grateful for the visit and intended to talk to him about the state's accomplishments. But she said she was "taken aback by his comments" when he said he wasn't happy with how her book described their White House meeting.

Immediately after the meeting, Brewer had said it was cordial, but her book said Obama lectured Brewer in the Oval Office and that she felt he was condescending toward her.

"It is what it is. I proceeded to say that to him, and he chose to walk away from me," she said Thursday.

Asked whether she regarded that as disrespectful, she replied: "Well, I would never have walked away from anybody having a conversation. And, of course, that is what it is. It is disrespectful for me."

Their relationship covers disagreements on "most of his policies," she said. "That doesn't mean we can't be cordial to one another."

The encounter was notable because it was rare case of an unscripted and tense moment between the president and a public official in view of reporters.

Obama, in an interview with ABC News, said the encounter with Brewer "is a classic example of things getting blown out of proportion."

"I think it's always good publicity for a Republican if they're in an argument with me," Obama said in the interview. "But this was really not a big deal. She wanted to give me a letter, asking for a meeting. And I said, `We'd be happy to meet.'"

White House press secretary Jay Carney chided reporters Thursday, saying the encounter with Brewer was getting too much attention from the press corps. The media coverage was overshadowing Obama's message of the day on energy.

Carney was questioned about Brewer's statement Thursday that Obama cut her short by walking away.

"I really assume you guys have more important issues to cover than this," Carney said.

Brewer is among the Republican governors who oppose the federal health care overhaul, but the illegal immigration issue has been a particular sore point between Obama and Brewer.

The U.S. Justice Department has challenged Arizona's controversial 2010 immigration enforcement law in court, while the administration and Brewer are at odds over whether the federal government has done enough to secure the U.S.-Mexico border.

On Thursday, Brewer drew support from callers to conservative-oriented talk shows, but the incident left others in the state shaking their heads.

The Arizona Republic, the state's largest newspaper, editorialized that the image of Brewer wagging a scolding finger at the visiting president "now pretty much defines this state's relationship with Washington, D.C., to the world."

Bruce Merrill, a longtime Arizona pollster and a professor emeritus at Arizona State University, said there are two sides to the encounter, so it's hard to fully analyze what happened and why.

But the incident follows past incidents in which Arizona for a time balked at declaring a state holiday to honor Martin Luther King Jr., and Arizona State University refused to award Obama an honorary degree, Merrill noted.

"It reinforces the image of Arizona being kind of a cowboy state that doesn't show a lot of respect," he said of the airport encounter.

The two mayors who stood next to Brewer during the airport encounter were not available for interviews Thursday, their offices said.

"He doesn't want to get involved," said Melissa Randazzo, spokeswoman for Mesa Mayor Scott Smith, a Republican.

Phoenix Mayor Greg Stanton's office said his schedule had no time for an interview. Stanton is a Democrat.

The head of the Syrian Arab Red Crescent in the northern town of Idlib was shot dead Wednesday, the International Committee of the Red Cross (ICRC) said.

"We just learned a few minutes ago of the death of Mr. Abdulrazak Jbero, head of the Syrian Arab Red Crescent branch in Idlib.

Jbero, a Syrian national, served as first president of the country's Red Crescent society, an ICRC spokesman said.

"Jbero was on his way by car from Damascus to Idlib. He was shot. Circumstances are still unclear," Beatrice Megevand-Roggo, head of ICRC operations for the Near and Middle East, told Reuters.

"Regardless of the circumstances, the ICRC condemns this very severely," she said. "The lack of respect for medical services is still a great issue in Syria."

An ICRC statement said he was riding in a "vehicle clearly marked with a Red Crescent emblem" and expressed shock at the killing.

Syria's state-run media blamed "terrorists" for the attack.

Young child among latest dead
Meanwhile in parts of northern and central Syria, government forces clashed with army defectors Wednesday.

They stormed a number of rebellious districts, firing mortars and deploying snipers in violence that killed at least seven people, activists said.

In the town of Qusair near the central city of Homs, a woman and her 5-year-old child were killed when a shell struck their home during clashes between government troops and gunmen believed to be army defectors, activists said.

Three other people were killed during raids in a Damascus suburbs.

A Syrian military assault near Hama began Tuesday night, according to the Local Coordination Committees, an umbrella group of activists and opposition members.

Shells slammed into several districts around Hama's Bab Qebli area, the LCC said.

"It was impossible to rescue the wounded due to the ongoing arbitrary shelling," the group said in a statement.

'No idea what happened': US man vanishes in Syria

Two people were killed by sniper fire, according to the LCC and another opposition group, the British-based Syrian Observatory for Human Rights.

Soldiers siding with a group of anti-regime army defectors known as the Free Syrian Army are known to be active in Hama, and some in the city said they were the target of the current government assault.

Residents near Hama reported hearing loud explosions throughout the night and on Wednesday and said phone lines to the targeted areas were down.

"They are trying to storm the Bab Qebli, Hamidiyeh and Malaab districts because defectors are there," said Ahmad al-Jimejmi, an activist who spoke by telephone from a town several miles away.

Hafez Abu Osbeh said his son, Ahmed, 27, was kidnapped last Friday, and his body was left outside his mother's residence three days later with gunshot wounds to his head.

He said a description of the kidnappers' vehicle pointed to government loyalists.

Pressure on Syria to end 10 months of bloodshed has so far produced few results.

Gulf states led by Saudi Arabia have pulled out of the Arab League's observers mission, asking the U.N. Security Council to intervene. Decisive action from the U.N. appeared unlikely, however, as Russia, a strong Syrian ally, has opposed moves like sanctions.

While Syria has approved extension of the observers' presence for another month, Syrian Foreign Minister Walid al-Moallem signaled that the crackdown on protests will continue, insisting that Syria will solve its own problems.

Al-Moallem's televised news conference underlined signs that the Arab strategy to solve the crisis is collapsing.

After announcing their pullout from the observers mission, Gulf Arab countries urged the U.N. Security Council to take all "necessary measures" to force the country to implement a League peace plan announced Sunday to create a national unity government in two months.

Damascus has rejected the plan as a violation of national sovereignty.

I find that unlikely. Much more likely: Even though the device itself costs $12 to make, it will be rigidly controlled and only available at high cost (either through insurance premiums or taxes) from your health provider.

I take one of the most common blood pressure medications available. It's so common and the quantities are so high that manufacture is cheap, so the drug is cheap. I don't even bother with insurance -- I pay cash for the drug. (Approx $20 per month.) However, I can only get it by prescription. My doctor requires monthly visits, including a blood pressure check (fairly pointless as I do it myself 3-4 times a week) and a blood test requiring lab work. After insurance, the cost to me is approx $200 a month. They keep my prescriptions on a short leash, designed to run out right at my appointment date. (Sometimes if they're busy my prescription will run out before my appointment, so when I see them I've been off the drug for 3-4 days, unless I call the office and beg for an extension.) The doctor says this is to insure that I keep my appointment. When I point out I have never missed an appointment and don't deserve to be treated like an errant child, I'm informed that all patients are treated this way.

To recap, a common, well tested drug that costs $20 a month (cash -- no insurance) that I've been taking for years costs me $220 a month total to take due to additional visits and tests required by the doctor's office before they'll allow me to continue taking the drug. Based on this business model, even if full ST:TNG-type scanners were available for less than the price of an iPad, I strongly suspect the actual devices will be rigidly controlled by law and only available through expensive doctor's visits.

(In December I told my doctor to shove it. I'm now shopping around for a doctor who doesn't hold my meds hostage.)

Rising human carbon dioxide emissions may be affecting the brains and central nervous system of sea fishes with serious consequences for their survival, an international scientific team has found.

Carbon dioxide concentrations predicted to occur in the ocean by the end of this century will interfere with fishes' ability to hear, smell, turn and evade predators, says Professor Phillip Munday of the ARC Centre of Excellence for Coral Reef Studies and James Cook University.

"For several years our team have been testing the performance of baby coral fishes in sea water containing higher levels of dissolved CO2 ? and it is now pretty clear that they sustain significant disruption to their central nervous system, which is likely to impair their chances of survival," Prof. Munday says.

In their latest paper, published in the journal Nature Climate Change, Prof. Munday and colleagues report world-first evidence that high CO2 levels in sea water disrupts a key brain receptor in fish, causing marked changes in their behaviour and sensory ability.

"We've found that elevated CO2 in the oceans can directly interfere with fish neurotransmitter functions, which poses a direct and previously unknown threat to sea life," Prof. Munday says.

Prof. Munday and his colleagues began by studying how baby clown and damsel fishes performed alongside their predators in CO2-enriched water. They found that, while the predators were somewhat affected, the baby fish suffered much higher rates of attrition.

"Our early work showed that the sense of smell of baby fish was harmed by higher CO2 in the water ? meaning they found it harder to locate a reef to settle on or detect the warning smell of a predator fish. But we suspected there was much more to it than the loss of ability to smell."

The team then examined whether fishes' sense of hearing ? used to locate and home in on reefs at night, and avoid them during the day ? was affected. "The answer is, yes it was. They were confused and no longer avoided reef sounds during the day. Being attracted to reefs during daylight would make them easy meat for predators."

Other work showed the fish also tended to lose their natural instinct to turn left or right ? an important factor in schooling behaviour which also makes them more vulnerable, as lone fish are easily eaten by predators.

"All this led us to suspect it wasn't simply damage to their individual senses that was going on ? but rather, that higher levels of carbon dioxide were affecting their whole central nervous system."

The team's latest research shows that high CO2 directly stimulates a receptor in the fish brain called GABA-A, leading to a reversal in its normal function and over-excitement of certain nerve signals.

While most animals with brains have GABA-A receptors, the team considers the effects of elevated CO2 are likely to be most felt by those living in water, as they have lower blood CO2 levels normally. The main impact is likely to be felt by some crustaceans and by most fishes, especially those which use a lot of oxygen.

Prof. Munday said that around 2.3 billion tonnes of human CO2 emissions dissolve into the world's oceans every year, causing changes in the chemical environment of the water in which fish and other species live.

"We've now established it isn't simply the acidification of the oceans that is causing disruption ? as is the case with shellfish and plankton with chalky skeletons ? but the actual dissolved CO2 itself is damaging the fishes' nervous systems."

The work shows that fish with high oxygen consumption are likely to be most affected, suggesting the effects of high CO2 may impair some species worse than others ? possibly including important species targeted by the world's fishing industries.

Election ahead, Sarkozy rethinks Afghan role

(AP) ? An unpopular leader entangled in an unpopular war that he once staunchly defended, President Nicolas Sarkozy is suddenly considering a pullout of French troops from Afghanistan as another kind of campaign approaches: For his own re-election.

The killing Friday of four French troops by one of their Afghan trainees upended Sarkozy's counterterrorism strategy, leading him to immediately suspend France's training program and joint military patrols and raise the prospect of an accelerated pullout from Afghanistan.

Afghanistan is not at the center of France's presidential race, which culminates in a two-round vote in April and May. But for Sarkozy, the war looms as uncomfortable background noise amid wider French public concerns about swelling state debts and joblessness at its highest in over a decade.

On Afghanistan, he's been on the defensive: Francois Hollande, the Socialist nominee for the presidential election, wants a pullout soon ? a position supported by most French, according to polls.

Sarkozy has not formally announced whether he will run, but nearly all political observers expect he will. Polls show him trailing Hollande, and he has widely been seen as battling on all fronts to boost his lagging popularity.

A brash and impulsive leader, Sarkozy has had several successes in the international arena ? notably with French interventions in countries like Libya and Ivory Coast. But he has struggled to parlay them into political capital at a time when pocketbook issues are on the minds of most French.

Sarkozy, who took office in 2007, inherited France's participation in Afghanistan long after it began with the international coalition a decade ago, but repeatedly invoked it as important to helping keep France safe.

Time after time, as French soldiers fell in combat on Afghan land ? including 26 last year alone ? Sarkozy insisted France wouldn't walk away from the fight. He pegged the eventual French withdrawal from Afghanistan to President Barack Obama's planned pullout timetable for U.S. troops of 2014.

After Friday's shootings, France may now break ranks on that.

Speaking to French diplomats Friday, Sarkozy said that if security conditions for the country's troops in Afghanistan cannot be restored, "then the question of an early withdrawal of the French army would arise."

He said French troops were in Afghanistan to help Afghans fight terrorism and the Taliban, and "The French army is not in Afghanistan so that Afghan soldiers can shoot at them."

Parsing Sarkozy's comments, strategic affairs analyst Francois Heisbourg said: "I think it's pretty clear that this is a prelude to anticipated withdrawal, without waiting for 2014."

The killings ? one of the deadliest single days for French troops in Afghanistan ? was the second time in a month that they'd been killed by Afghan soldiers. It revived concerns of an increased Taliban infiltration of the Afghan police and army.

The killings led Sarkozy to quickly rethink his Afghan policy.

"My hunch is that he was reeling from the blow," said Heisbourg, who heads the Foundation for Strategic Research think tank in Paris. "It's not only four soldiers killed, a large number of guys were wounded. The whole 'business model' is being upset ? if we were talking in business terms."

Sarkozy, who prides himself as a man of action, immediately ordered his defense minister and military chief of staff to Afghanistan to investigate the killings and wounding of 15 other French troops ? eight of them seriously.

France's foreign minister sought to give his boss some political cover.

"In the face of such moving tragedies like the one we are experiencing today ... considerations about how it counts or not in the electoral campaign don't cross our minds," Alain Juppe told reporters.

The U.S. has praised France's role in Afghanistan ? Paris provides the fourth-largest contingent to the campaign. Many pundits said Obama, who is wildly popular in France, did Sarkozy a favor by appearing in a joint French TV interview after the G-20 summit in November and praising France's military roles in Libya, within the NATO structure, and Afghanistan.

Sarkozy, an unapologetic, longtime admirer of the U.S., said then: "when the Americans had troubles in Afghanistan, we needed to be at their sides ? because if not, we're not friends, we're not allies."

In Washington, White House spokesman Jay Carney called France "an excellent and valued member" in the NATO-led mission in Afghanistan, but declined to address possible French decisions about their future role there.

Hollande, the Socialist nominee, wasted little time taking to French airwaves to reiterate his line on Afghanistan: That France has done its job, and needs to bring its troops home by year-end.

"It's time ? more than time ? to start our withdrawal that will be seen not as abandoning a mission launched in 2001, but an end to an intervention that has today reached its goal and has no reason to be extended," Hollande said. He pledged to coordinate a French pullout with NATO allies and Afghan authorities.

Earlier in the Afghan campaign, as the administration of U.S. President George W. Bush focused on using hard power to crush the Taliban and their al-Qaida allies, France took a different tack. It advocated a NATO focus on training for Afghan soldiers and police, and building up civil society.

Under Sarkozy, France reached its peak deployment in Afghanistan in 2010 ? about 4,000 troops. France has lost 82 soldiers in the country since 2001, more than one-third of them last year alone.

The main French role in the NATO mission has been to help ensure security in an area northeast of Kabul, the capital. About 3,600 French troops now take part in the NATO-led operations, down about 10 percent from late last year in sync with a gradual U.S. drawdown.

US files charges against Megaupload in 'largest copyright case'

US prosecutors say that the video-sharing site Megaupload.com cost the US entertainment industry $500 million. Online activists worry the US case could stifle Internet freedoms around the world.

In New Zealand, police had to cut through an iron door of a safe room to get their fugitive, Kim Dotcom, the founder of an Internet-based video sharing site called Megaupload.com.

Mr. Dotcom (a German citizen born as Kim Schmitz), along with six of his colleagues, has been charged with criminal copyright infringement, racketeering, and money laundering.

Meanwhile, a worldwide network of hackers took up the battle on behalf of Megaupload.com, launching a massive denial-of-service attack on several entertainment websites, as well as on the US Department of Justice website.

The mayhem and legal proceedings are just the opening shots in what US prosecutors are calling the largest criminal copyright case ever, and involves $500 million in damages to the entertainment industry, as well as complex legal issues of what constitutes copyright infringement in the age of YouTube, Facebook ?liking,? and DVD burners. And the legal battle is likely to reverberate around the world, as countries contemplate their own laws over intellectual property rights.

If found guilty, Dotcom and his Megaupload associates ? who are thought to have earned up to $175 million by selling advertisements on their website ?could face 20 years in prison.

The Washington Post quoted Sen. Patrick Leahy ? author of the controversial Protect IP Act (PIPA) ? praising the arrest of Dotcom.

?Today?s action by the Department of Justice against the leaders of Megaupload.com shows what law enforcement can do to protect American intellectual property that is stolen through domestic Web sites,? the Post quoted Leahy saying.

The New York Times quoted?Ira P. Rothken, a lawyer for Megaupload, as saying in a Times phone interview, ?Megaupload believes the government is wrong on the facts, wrong on the law.?

Turn Your iPad Into A Digital Hip-Hop Studio

Sure, you can make music on the iPhone, but the iPad?s big screen and faster processor work better for apps that present a more complete version of the typical recording studio.

This difference becomes immediately clear with Tabletop for iPad. It?s not just a collection of sequencers and sample pads, but rather a full-service, multi-channel, multi-machine modular workstation for creating and performing electronic music and custom hip-hop beats.

The app is so similar to the free, flash-based DAW Audiotool for computers (also available on Android as Audiotool Sketch, likely the best DAW app on Android) that we initially assumed Audiotool developer Andr? Michelle must have been involved. However, it appears Retronyms (publisher of Tabletop) has gotten away with a pretty decent, albeit more expensive, iOS copy of one of our favourite modular studio apps for the web.

Tabletop probably couldn?t exist on the iPhone, although the iPhone 4S? dual core A5 chip could probably handle it. Really, it?s the extra screen real estate that makes this app so iPad-worthy, allowing you to assemble and re-arrange a custom music workstation from a variety of included modules, with more available for in-app purchase.

Selecting any of the individual modules makes it occupy the full screen, or you can view modules in the same grid-block (of which there are nine) side-by-side. You can also zoom out to view your entire configuration at once ? hence the name, Tabletop.

For an introductory price of just a dollar, you get 10 modular devices and can bolster your arsenal with 16 more (be warned, these are relatively expensive at $3 and $10 apiece.) That?s why we say this app is ?potentially? awesome, because you?re going to end up spending a lot more than you probably wanted to, in order to get the most out of it.

The basic outfit comes with many essentials, but standard effects like reverb, delay and compression will cost you extra, which is a bummer. For this review, we focused on the stock configuration: a sampler, a polyphonic keyboard, and a pattern machine; two mixers (one eight-channel and one splitter); two effects units (a three-band EQ and low-pass filter); a turntable for queuing tracks from your iTunes library; a sequencer that acts as a master controller for triggering or arranging recorded loops; and an output recording device for capturing your final performance and sharing it as an audio file.

As with real studio hardware, you?ll have to wire these machines together manually to get them to work, which might sound like a pain, but it gives you much-needed flexibility, because things sound differently depending on where they are in the audio chain. If you start with a blank session, it will only present the master output module; you?ll have to add a mixer and connect a couple instruments before you?ll hear any sound at all (make sure you get your inputs and outputs right, or the silence will continue.)

For a more plug-and-play option, the app includes nine template configurations, each optimised for a particular genre or style of beat making ? hip-hip, dubstep, and acid techno, to name a few.

The catch: these templates seem rigged to convince you to pay for the in-app purchases. Six out of nine include at least one module that you?ll have to pay for. If you want to get up and running fast without buying anything, try Basic Hip-Hop, Gridlok (sample pad) or M8RX (pattern machine).

Perhaps the most exciting feature, curiously omitted from the publisher?s description, is the ability to integrate wirelessly with iOS instruments on a neighbouring device using Korg?s Wireless Sync-Start Technology (WIST). This allows you to use even more instruments while expanding the ?tabletop? to another device, whether it?s an iPhone or another iPad, should you be lucky enough to own two. Compatible apps include the popular iElectribe, iKaossilator, ReBirth and Nlog Midi Synth.

Tabletop for iPad has clear potential as a way to make beats and songs on an iPad, but getting everything you can out of it requires a considerable investment. An iOS version of Audiotool Sketch for Android could easily beat it on price. All things considered, we?d recommend tinkering with the one dollar version of Tabletop; you can always expand it later if nothing better comes along.

SVUSD Schools to Send Troops Valentines

From elementary school students painting pictures to students writing letters during English class, the Saddleback Valley Unified school community is on a mission this month?sending Valentines to the men and women serving in the Armed Forces.

The outreach project?sponsored by the Saddleback Valley Parent Teacher Council?got an added boost Tuesday night, when the school board unanimously passed a resolution in support of the effort, called ?Valentines for Soldiers.?

Watching in the audience was Trabuco Hills High School sophomore Nicole Peredo, who first proposed the idea of working as a district to support soldiers overseas.

?I know a lot of kids who want to go into the military,? she said at the meeting. ?It was a little surprising that they took the idea of a student, but I?m so glad the whole district can participate.?

At Trabuco Hills, Peredo said, students will compete by grade levels to see which can make the most Valentines, which will be distributed to troops through?Operation Gratitude.

The SVPTA Council President Suzann Gastreich said that the association?does not plan to dictate how individual schools approach the project. Some are collecting gift cards and movies to package and send overseas, while others have student councils, teachers, and scouting troops pitching in to help.

At Linda Vista Elementary in Mission Viejo, for example, the school is collecting Valentines to give to one of its former students, Mission Viejo High School graduate?Zachary Lambi. Lambi, now a Marine stationed at Camp Pendleton, plans to distribute the crafts to his unit, Gastreich said.

?We have reached out to everybody, all the parent organizations, student ASBs, girl scouts, and so on,? Gastreich said. ?My goal would be for everybody to have a great experience this year and want to do it again next year.?

Microsoft and SVEF ponied up $20,000 worth of prizes to be split among the top three selections.
